Indonesia's Ministry of Industry continues to promote the development of the semiconductor industry, taking chip design and R&D and talent cultivation as the initial core. By building an integrated semiconductor ecosystem, it supports the development of key sectors such as electronics, automotive, and energy, solves the problem of dependence on semiconductor imports, with the goal of making Indonesia deeply integrate into the global semiconductor supply chain. Domestic demand for semiconductors in Indonesia continues to rise: the national mobile phone annual production capacity is 30-60 million units, and the 2026 laptop demand target is 1.57 million units; in 2025, Indonesia's automobile production reached 803,867 units, of which the semiconductor content in electric and hybrid vehicles is three times that of traditional models, further driving up domestic chip demand. However, Indonesia's dependence on semiconductor imports remains high, posing a key challenge to industrial security. Semiconductor imports were US$2.33 billion in 2020, and from January to November 2025, they had climbed to US$4.87 billion, highlighting the persistent external dependency problem. Currently, Indonesia already has a semiconductor industry foundation, including packaging and testing facilities, integrated circuit design companies that integrate into the global value chain, as well as mature downstream industries such as electronic manufacturing services and automotive manufacturing. However, industry chain coordination is insufficient, and it is still necessary to strengthen local ecosystem development. In response, the Ministry of Industry has formulated a semiconductor industry development roadmap, comprehensively deploying around the four core pillars: materials, design, front-end manufacturing, and back-end packaging and testing. At the same time, Indonesia is simultaneously providing supporting talent cultivation, R&D innovation, infrastructure, and industrial policy support, balancing the attraction of foreign investment with the creation of local added value, building a solid foundation for technological self-reliance, and promoting industrial upgrading from assembly and processing to high-value-added segments. As a key implementation measure, the Ministry of Industry, together with local enterprises and chip design experts from 13 universities, has established the Indonesia Chip Design Collaboration Center, a non-profit organization that connects 16 partner universities, building a tripartite collaboration platform of government, industry, and academia to fully enhance Indonesia's local chip design capabilities and address the core upstream shortcomings of the industry.
