Danantara has set stringent criteria for partners in the Waste-to-Energy (WtE) project, specifically divided into three dimensions:1. Technical Capability: Participants must have experience operating WtE facilities with a daily processing capacity of at least 1,000 tons; possess a reliable track record in operation and maintenance (O&M) of WtE power plants.2. Financial Capability: Average annual assets over the past three years must be no less than IDR 2.5 trillion (approximately RMB 1.15 billion); shareholders' equity at least IDR 700 billion (approximately RMB 320 million); cumulative revenue during the same period not less than IDR 900 billion (approximately RMB 410 million); sound financial structure with a debt-to-equity ratio (DER) not exceeding 4 times.3. Financing Capability: Must have experience in financing at least one WtE project.In October 2025, 24 companies passed the pre-qualification (DPT) and became potential bidders for the Phase I tender. These companies can only submit proposals (RFP) for areas assessed as suitable for developing WtE projects.
Subsequent processes include:- Negotiation and Partner Designation: Targeted to be completed by February 2026;- Legal Perfection and EPC Preparation: To be advanced from March to May 2026;- Project Groundbreaking: Planned to commence in stages from March to June 2026 (Q2).This Phase II tender is an important step for Danantara in promoting waste-to-energy in Indonesia.
