President Joko Widodo has officially lifted the restrictions on sea sand exports, despite the ban having been in place for 20 years. The sea sand export policy follows the revision of two new regulations issued by the Minister of Trade, serving as the implementation of Government Regulation (PP) No. 26 of 2023 on Marine Sediment Management, and subsequent amendments proposed by the Ministry of Marine Affairs and Fisheries (KKP). These two regulations are the Minister of Trade Regulation No. 20 of 2024 concerning the Second Amendment to Minister of Trade Regulation No. 22 of 2023 on Prohibited Export Goods, and Minister of Trade Regulation No. 21 of 2024 concerning the Second Amendment to the Minister of Trade Regulation on Prohibited Export Goods. These amendments to the two ministerial trade regulations are mandated by Government Regulation No. 26 of 2023 and proposed by the Ministry of Marine Affairs and Fisheries (KKP) as the supervisory body for marine sediment management.
Sea sand exports are only permitted after domestic demand has been met, provided that domestic needs are fulfilled and legal requirements are satisfied, thus allowing the export of marine sediment products in the form of sea sand. The purpose of regulating sea sand exports aligns with PP No. 26 of 2023, which aims to address sedimentation that reduces the carrying capacity and capacity of coastal and marine ecosystems, affecting marine health. Furthermore, regulating sea sand exports can optimize the utilization of marine sediments, benefiting the development and restoration of coastal and marine ecosystems. The types of sea sand eligible for export are regulated by Minister of Trade Regulation No. 21 of 2024, which references the Ministry of Marine Affairs and Fisheries Decree No. 47 of 2024 on the Specifications of Exported Marine Sediment Sand. To be able to export the relevant sea sand, several requirements must be met in accordance with Minister of Trade Regulation No. 21 of 2024. These requirements include being designated as a Registered Exporter (ET), possessing an Export Approval Permit (PE), and having a Surveyor Report (LS).
