Indonesia's Quad Cities opens tender for waste-to-energy plant

Indonesia's Future Energy Investment Authority (BPI Danantara) has announced the opening of the first phase of the bidding for waste-to-energy plant (PLTSa) projects in four cities (Bogor, Bekasi, Denpasar and Yogyakarta).This is part of the government's strong push for a waste-to-energy program, which was previously enactedPresidential Decree No. 109 of 2025Support for the project.

Currently there are24 suppliers of energy-from-waste technologies and their consortiaThrough the selection list, only they can participate in the Indonesia Waste-to-Electricity Tender. The tenders for the four cities are independent of each other, and the 24 companies and their consortiums (both private and state-owned) are free to choose which city they want to participate in the project and more.

BPI Danantara expectsBids for these four city projects will be announced in early 2026winner, after which the relevant companies and consortia may immediately begin construction of PLTSa facilities. For cities or regions that have already undertaken energy-from-waste projects before the enactment of Presidential Decree 109 in 2025, it is up to the local government to decide whether to continue. If a winning bidder has been identified, it may proceed; if it wants to participate in a new program, it is subject to theMinistry of Environment review, deemed appropriate to be re-tendered.
