Chinese Firms Participate in Indonesia's Waste-to-Energy Project Bidding

Indonesia's sovereign investment fund agency, Danantara, is about to announce the results of the first phase of the bidding for the Power from Waste Project (PLTSa), and is currently waiting for the bidders to submit their final documents by January 7, 2025, as approved by the Ministry of Environment and Forestry (MoEF) and the Coordinating Ministry for Food Affairs (MoCFA).The CEO said the first phase of the tender has been launched after identifying 24 shortlisted technology providers (DPTs) and the winners will be announced after the opening of bids on January 7; the second phase of the tender is proposed to be launched in mid-January.

The first phase covers at least 7-10 districts and starts from November 6, 2024 onwards. The Corporate Director stated that each DPT will be required to form a consortium with local Indonesian companies, private companies, SOEs or local SOEs to advance the project in the region where they have been awarded the bid, and that each DPT can participate in more than one project bid.

All 24 DPTs were selected from about 200 applicants, all of which are currently foreign-owned (from Europe, China, and Japan), and because Indonesia does not yet have experience with incineration technology, Danantara selected international vendors with experience in waste-to-electricity (PSEL) in order to speed up the project. The agency also requires that all technology suppliers must cooperate with Indonesian companies for technology transfer.
