Natural Resource Export Foreign Exchange Must Be Deposited in State-Owned Banks for One Year
The Minister of Finance recently confirmed that the revised "Export Earnings Foreign Exchange Regulations" (DHE) will officially take effect on January 1, 2026. This means that natural resource (SDA) exporters must deposit their foreign exchange funds in state-owned bank groups (Himbara) for a minimum period of one year. The latest regulations will be released soon, and Bank Indonesia (BI) will simultaneously issue supporting technical details. He explained that the government regulations have completed discussions, alignment, and coordination, and only await the issuance of BI's implementing rules for full enforcement. According to the "Strategy for Strengthening Domestic Foreign Exchange Liquidity Policy" document issued by the Ministry of Finance to the banking sector, effective January 1, 2026, natural resource exporters are mandatorily required to deposit their foreign exchange earnings only in Himbara. Previous regulations did not specifically restrict which banks could receive DHE SDA, but the new rules explicitly limit this to Himbara.
Indonesia Needs Multiple Measures to Achieve Expected Economic Growth
The 2025 economic outlook for Indonesia is not optimistic. The OECD expects Indonesia's economy to grow by only 4.9%, far below the government's vision of 6-8%. The IMF's October report projected growth of 4.9%, an upward revision of 0.1%. Indonesia's central bank forecasts growth between 4.6% and 5.4%, while the government targets 5.2%, higher than the World Bank's 4.8%. On a quarterly basis, Indonesia's economy grew 4.87% in Q1, rose to 5.12% in Q2, then slowed to 5.04% in Q3, below economists' ex
Chinese-Invested Industrial Parks Drive Development of Surrounding Micro and Small Enterprises
In recent years, the economy of North Maluku Province has grown rapidly. According to data from Bank Indonesia, the province's economy grew by 32.09% year-on-year in the second quarter of 2025, making it the fastest-growing province in Indonesia. This growth is not only reflected in large industries but also benefits grassroots communities. In Central Halmahera, micro and small enterprises around industrial parks are thriving, with thousands of workers and large-scale production activities creating new economic opportunities. Many small traders report significant daily revenues. For example, a food stall owner can achieve daily revenues of up to IDR 10 million, employing 8 staff working in two shifts. Another employee's restaurant also records substantial daily revenues.
Indonesia's Financial Market Shows Mixed Recent Performance with Net Foreign Inflow Driving Stock Market Gains

Indonesia's Manufacturing Expansion Creates More New Jobs
The Ministry of Industry confirmed that the national industrial growth rate in the second quarter of 2025 reached 5.60%. This data has been verified by valid indicators, including the Industrial Confidence Index (IKI), Bank Indonesia's Manufacturing Purchasing Managers' Index (PMI BI), investment, and industrial export data. The Ministry emphasized that it only uses IKI and PMI BI as a basis for policy formulation (due to covering more respondents, thus being more accurate and comprehensive), and does not use the manufacturing PMI published by S&P Global, only referencing it as general information. The economic and manufacturing growth data released by the Central Statistics Agency is accurate, and IKI and PMI BI indicate that the manufacturing sector remained in an expansion phase in the second quarter of 2025 (index above 50). Manufacturing investment spending is also showing an upward trend. In the first half of 2025, 1,641 enterprises reported establishing new production facilities through the National Industrial Information System, with a total investment of IDR 803.2 trillion. Industrial expansion directly led to the creation of approximately 303,000 new jobs, far exceeding the number of layoffs reported by other sectors or employer associations. The number of layoffs recorded by the Ministry of Manpower in the first half of 2024 was 42,385, an increase of 32.19% compared to the same period in 2023 (32,064 layoffs in the same period of 2023). In June 2025, the number of layoffs was 1,609, lower than the 4,702 in May; West Java Province accounted for the highest share of layoffs at 28.59%. A spokesperson for the Ministry of Industry stated that if pro-industry policies are implemented, manufacturing growth can further improve. Specific recommendations include controlling imports of finished goods; shifting entry ports for imported finished goods to ports in eastern Indonesia; securing raw material supply (especially natural gas raw materials for specific industries); and reducing the quota for industrial products from bonded zones entering the domestic market.

Indonesia's Foreign Exchange Reserves Hit Record High
According to data from Bank Indonesia, Indonesia's foreign exchange reserves reached USD 157.1 billion at the end of March 2025, up from USD 154.5 billion the previous month. The increase was driven by higher tax and service revenues, as well as the government's recovery of foreign loans. Indonesia's requirement for natural resource exporters to keep 100% of their USD-denominated profits in the country for at least one year has also helped stabilize foreign exchange reserves. The reserves can cover 6.7 months of imports, or 6.5 months of imports and government external debt repayments, far exceeding the international standard of 3 months of imports. This supports the external sector's resilience, maintaining macroeconomic and
