ATR/BPN is the primary agency for land ownership, cadastral registration, spatial planning, and land administration in Indonesia, combining the functions of the Ministry of Agrarian Affairs and Spatial Planning and the National Land Agency. It is responsible for land certificates, land registration, cadastral surveying, spatial planning, land disputes, and electronic land services, making it a core department for real estate and industrial land compliance.
② Role and Operation:
ATR/BPN manages HGB, HGU, Hak Pakai, cadastral boundaries, land registration, mortgages, transfers, spatial plans (RTRW), and land dispute resolution. When purchasing land, leasing land, entering an industrial estate, or acquiring assets, companies must verify land rights type, certificate authenticity, boundary coordinates, right term, mortgage status, dispute records, and planned land use.
