The contractor for the Bali Urban Light Rail (LRT) subway, China Railway Construction Corporation (CRCC), also participated in the construction of the Jakarta-Bandung High-Speed Railway project. The President Director of PT Sarana Bali Dwipa Jaya (SBDJ) stated that the company has appointed PT Indotek as the main contractor for CRCC, which will collaborate with local contractor PT Sinar Bali Bina Karya (Sinar Bali).Meanwhile, the Bali Urban Metro project was initiated by the Bali Provincial Government and subsequently followed up by SBDJ in partnership with PT Bumi Indah Prima (BIP). They found that Indotek has sufficient technical capability to undertake a project of this scale, while CRCC was chosen because of its reputation as a global rail transit contractor with experience building 200,000 km in over 100 countries. Sinar Bali is a local Balinese contractor that has been providing ready-mix concrete and precast products since 1995. Choosing this local contractor reflects the consortium's commitment to enhancing and developing Bali's original resources. The Bali Urban Metro will be built in four phases. Phase 1 consists of the Bali Airport - Kuta Central Parking - Seminyak - Berawa - Cemagi route, with a total length of 16 km. Phase 2 covers 13.5 km, with the route: Bali Airport - Jimbaran - Unud - Nusa Dua. Phases 3 and 4 are still in the feasibility study (FS) stage. He hopes that the Bali Airport to Kuta Central Parking segment, along with the entire Phase 2, can be completed by the end of the second quarter of 2028. Meanwhile, all projects in Phases 1 and 2 are expected to be fully operational by the end of 2031.
Due to hard rock underground conditions, Phase 1 is expected to be slower. In Phase 2, the soil is limestone or alluvial, so the drilling process will be faster and easier. The total investment for Phases 1 and 2 reaches US$10.8 billion, equivalent to IDR 167 trillion, while the total investment for all four phases is US$20 billion. To maintain the high expectations of Balinese people for solving severe traffic congestion that has exceeded tolerable limits, they will bring in 10 tunnel boring machines (TBMs) for this project, fully funded by PT BIP as the investment partner.
